There is a bug in the firmware, however, there is a simple work around. From the Station Settings Panel, change from WS-1200-IP to WS-1400-IP:

If you choose WS-1200-IP, the wind is reduced by a factor of 0.46 of the actual wind speed.

The wind speed is scaled incorrectly on the WS-1200-IP with firmware versions 4.1.4 through 4.4.
